    Objective

    The list of functions of the Council is given in Schedule I of the Zilla Parishad Act. It records 123 functions. Broadly speaking, it can be said that providing services like education , health , communication and undertaking programs for the development of agriculture and rural industries are the important functions of the Council . It is expected that the expansion of education and communication programs should be done in such a way that it will be conducive to the development of agriculture and industries and emphasis should be placed on programs like irrigation and cooperation. Paying attention to the upliftment of Scheduled Castes and Scheduled Tribes has also been considered a special responsibility of the Zilla Parishad. The above-mentioned functions are also within the purview of the State Government. Therefore, the division of functions has been made between the State Government and the Zilla Parishad and changes are made as per the need. For example, primary education has been completely entrusted to the Council. The Council carries out the works like construction of school buildings , supervision of the work of teachers, etc. The operation of primary schools in cities that are municipalities but do not have school boards is also entrusted to the Council. Although the education officer of the council is responsible for inspecting secondary schools and sending grant money , the Zilla Parishad cannot take any notice of it. Regarding communication, the construction and maintenance of national and state highways is with the state government, while the construction and maintenance of district roads , small access roads, etc. is with the council. In the irrigation scheme, projects that will provide water to land up to one hundred hectares can be taken up by the council, while projects larger than that come under the purview of the state government.

    Function

    Zilla Parishad is an important local self-government body , which mainly works in rural areas to provide various developmental functions and government services. Below are the major functions assigned to Zilla Parishad:

    1. Education
      • Management of primary and secondary schools.
      • Construction and maintenance of schools.
      • Appointment of teachers and supervision of their work.
      • Improving the quality of primary education in rural areas.
    2. Health Care
      • Establishment and management of primary health centers in rural areas.
      • Organizing health camps.
      • Health protection programs , as well as health education.
      • Ambulance services and other emergency services.
    3. Irrigation and Agricultural Services
      • Implementation of irrigation schemes.
      • Development of various schemes in the agricultural sector.
      • Promotion and dissemination of modern agricultural technology.
      • Providing appropriate advice and support for agriculture.
    4. Road and Infrastructure
      • Construction, maintenance and improvement of roads in the district.
      • Water supply, sanitation and water purification facilities.
      • Power supply, small power projects and solar power projects.
    5. Social Welfare and Empowerment
      • Implementation of various schemes for Scheduled Castes , Scheduled Tribes , women and elderly persons.
      • Health, education and employment schemes for the underprivileged classes.
      • Implementation of family welfare and child welfare schemes.
    6. Local Administration
      • Accountability and effective functioning in local administration.
      • Public participation and public relations programs.
      • Implementing various government schemes and community welfare schemes.
    7. Environment and Nature Protection
      • Water saving and water conservation programs.
      • Tree plantation and environmental work.
      • Natural disaster management and rehabilitation work.
    8. Rural Industries and Employment
      • Promotion of rural industries and support for new industries.
      • Youth empowerment , skill training and employment generation.
      • Implementation of self-employment scheme and rural business scheme.
    9. Cultural and social work
      • Local arts , culture and sports events.
      • Maintaining social harmony and peace.
    10. Rules and Laws
      • Comply with local laws.
      • Ensuring public order in the district.
